At approximately 10:30 p.m. on Tuesday, emergency response teams and law enforcement swiftly mobilized to provide aid to households affected by the flooding in the area.

In an attempt to escape their flooded homes, elderly and infirm individuals were placed on rafts while soldiers selflessly carried children on their backs.

Rescue teams ensure the safety of healthy adults by providing them with ropes to grasp onto while they navigate their way out of the swiftly flowing floodwaters on foot.

According to Tran Xuan Ty, a local resident, Da Nang experienced continuous heavy rainfall throughout the afternoon and night. Unexpectedly, this resulted in floods cascading down from the nearby mountains, specifically through Me Suot Street.

Consequently, a 1-meter deep layer of water submerged the entire area.

Me Suot Street runs alongside a majestic mountain range located to the west of the city. As a result, it is common for rainwater to cascade down from the hills, following the course of the street.

Located in Hoa Khanh Nam Ward, Lien Chieu District, the street bears the unfortunate distinction of being the lowest point in Da Nang. As a result, it is prone to frequent flooding whenever heavy rainfalls occur.

Residents of Da Nang's flood zone forced to evacuate again

On November 7, 2023, the police were actively involved in assisting individuals residing in the flooded zones of Me Suot Street with their evacuation process. A video capturing this noble act was recorded by VnExpress journalist Nguyen Dong.

Me Suot is situated approximately 8 km away from the city's downtown. It is located at the point where three streams meet, originating from the Dai La Pass nestled between Thanh Vinh Mountain and Phuoc Ly Mountain.

Previously, the entire expanse of the street, along with its adjoining alleys, was occupied by lush rice fields. However, due to inadequate and ineffective supervision, numerous individuals unlawfully acquired these agricultural lands and transformed them into residential zones without adhering to any sound planning practices.

In July 2018, city legislators expressed their concerns regarding the street's drainage system. However, no action was taken to address these issues and no upgrades were made.

Lawmakers had previously acknowledged that the system, which was created a decade ago, was ill-equipped to cope with the rapid advancements and significant population growth experienced in the area. Over the course of ten years, from 2008 to 2018, the number of families living on the streets witnessed a staggering five-fold increase.

At present, the area is home to over 1,000 families.

Throughout the month of October, the residents of our locality were faced with the arduous task of having to evacuate their homes not once, but on two separate occasions due to overwhelming floods.

On October 14, 2022, as torrential rain poured down on Da Nang during the aftermath of storm Son Ca, historic flooding ensued. The city was inundated with an astonishing 795 mm of rainfall within a single night, causing severe consequences for its residents. The deluge submerged the entire street, submerging it under a staggering 2 meters of water. Tragically, amidst this calamity, a 16-year-old girl lost her life.

Based on data provided by the hydrometeorological station in the central region, the cumulative precipitation between 7:00 a.m. and 7:00 p.m. on Tuesday varied between 40-80 mm. However, certain areas in Da Nang experienced even higher rainfall, reaching up to 125 mm and 140 mm.

According to the station's forecast, the city is expected to experience rainfall ranging from 80-180 mm, with certain areas potentially receiving over 250 mm on Wednesday.
