Hang observed that Vietnam effectively organized the APEC Year in both 2006 and 2017, yielding numerous significant outcomes of strategic significance for APEC, as well as fostering economic cooperation and connectivity within the Asia-Pacific region.

In 2006, Vietnam made a significant impact by introducing the Hanoi Action Plan, which aimed to achieve the Bogor targets in trade and investment facilitation. This marked a turning point as it was the first time that APEC member economies came to a consensus on the concept of establishing a free trade area in the Asia-Pacific region. Additionally, the plan provided overall guidance on the necessary reforms for APEC.

In 2017, Vietnam introduced a proposal for the development of the post-2020 APEC vision and the formation of the APEC Vision Group. This initiative showcased Vietnam's comprehensive and long-term approach, garnering support and commendation from member nations. As a result, the groundwork was laid for the forum to adopt the joint statement on Putrajaya Vision 2040. This statement outlines the direction, strategic objectives, and priorities of APEC collaboration in the coming years.

Hang stated that Vietnam has been highly engaged in APEC as a proactive participant, putting forth a multitude of cooperation initiatives and projects. The country has presented a wide range of proposals, encompassing approximately 150 projects spanning diverse sectors such as human resources development, promotion of e-commerce, ensuring food security, empowering women economically, enhancing rural and urban development, addressing ocean debris, and tackling climate change.

According to her, these initiatives and projects have significantly enhanced APEC cooperation, aligning with the concerns and interests of its members, all the while effectively contributing to the socio-economic development objectives of Vietnam.

The Vietnamese representative emphasized that Vietnam has firmly established its position in overseeing and expediting the collaborative efforts within APEC. Vietnam has assumed crucial responsibilities within the forum, including serving as the Executive Director of the APEC Secretariat, Chair of the ASEAN Group at APEC, and leading various essential committees and working groups. Additionally, Vietnamese businesses actively engage in key APEC platforms such as the APEC Business Advisory Council and the APEC CEO Summit.

Hang emphasized that the achievements of APEC Year 2006 and APEC Year 2017, along with other valuable contributions made by Vietnam to the forum, have significantly elevated Vietnam's standing, influence, and reputation on the global stage. This has enabled the country to effectively harness the benefits and resources stemming from APEC cooperation and regional economic collaboration, thereby facilitating Vietnam's socio-economic development.

From November 14-17, President Vo Van Thuong will be actively engaged in the APEC Leaders' Week 2023 held in San Francisco, USA. Additionally, he is set to partake in various bilateral activities during his visit.

Hang emphasized that the 30th APEC Economic Leaders’ Meeting, scheduled from November 16-17, holds significant importance for the forum. As the foremost economic cooperation and connectivity mechanism in the Asia-Pacific region, which encompasses a notable 38% of the global population, contributes to 62% of the world's GDP, and facilitates nearly half of worldwide trade, this year's meeting assumes a pivotal role.

This year's gathering signifies a significant milestone as it commemorates the 30th anniversary of the inaugural meeting, which was also hosted in the United States. During this historic event, APEC leaders collectively established a visionary framework for fostering peace, security, and prosperity among the economies of the Asia-Pacific region.

Furthermore, the upcoming conference will occur amidst a significantly transformed global economy and a highly interconnected network of regional and international trade relations. These changes have brought about a complex web of intertwined risks, challenges, and opportunities, including both conventional and unconventional security threats. Therefore, it is crucial for APEC members to enhance their communication and collaboration during this critical juncture. By doing so, they can effectively convert these challenges into favorable prospects for economic recovery and long-term sustainable growth.

The upcoming meeting, centered around the theme "Creating a Resilient and Sustainable Future for All," will primarily revolve around the assessment of APEC collaboration achievements during the last three decades. Additionally, participants will glean valuable insights, establish cooperation directions for the future, and engage in crucial deliberations concerning global and regional economic concerns. Of particular importance is the facilitation of trade, investment, sustainable and inclusive growth, as well as bolstering regional economic ties and interconnectivity. These key topics were highlighted by the Deputy Foreign Minister.
